Congratulations on all you have accomplished with your students this past year!  Northwest Professional Educators hopes our occasional e mails have assisted you with information and practical resources.  This final message wishes all dedicated educators a warm and happy summer! 

NWPE Scholarships and Classroom Mini-Grants Awarded
 
We are pleased to announce the award winners for our scholarship and classroom mini-grants program.  Award winners include both NWPE members and educators who are not NWPE members.  Awards ranging from $250 - $500 were granted to the following:
 
    Teacher, Wilbur School District - Environmental/Science/Math Field Trip
    Teacher, Sedro-Woolley School District - Reading Resources
    Teacher, Central Valley School District, Spokane - Science Laboratory Equipment
    Teacher, Battle Ground School District - Reading Resources
    Teacher, Olympia School District - History Scholarship
   
Applications will be taken for scholarship and mini-grant awards for the 2003-2004 school year.  October 31, 2003, is the application deadline for the fall review.  Contact info@nwpe.org for more information.  
 
NWPE Survey Results on Education Issues

 

Many organizations give position statements without actually knowing what their constituents believe on important issues.  NWPE is dedicated to determining educators' actual views on important issues and sharing this information with policy makers.  Over 1100 educators were invited to participate in NWPE's survey.  A report on the survey results covers four major areas:  Education Reform, Education Funding, Legislative/Policy Issues, and Current Concerns of Educators.  Just a few of the results are listed here.  See www.nwpe.org for the full report.

 

EDUCATION REFORM:  Educators were surveyed on their views of the effectiveness of Washington 's current education reform process.  This reform agenda was initiated in 1992 and established Essential Academic Learning Requirements (EALRs) and the Washington Assessment of Student Learning (WASL).  Some notable results indicate that:

 

  • 67% believe that the WASL distracts from classroom instruction;
  • 72% believe that EALRs and the WASL have impeded teacher authority to make routine decisions on classroom management and instructional methods;
  • 69% believe that the expenditure of state funds on the education reform agenda tied to the WASL has not been an efficient and effective use of state education dollars for raising student achievement; and
  • 77% believe the WASL should be discontinued in favor of an effective but less costly student assessment and accountability system that includes multiple measures such as locally chosen assessment tools and standardized tests such as the ITBS, NAEP as a sampling to determine program strengths, etc.  

EDUCATION FUNDING:       

  • 65% oppose instituting a state income tax;
  • 55% oppose temporary tax increases and/or "sin" tax to maintain education funding;
  • 55% support cutting other programs and/or raising taxes to fully fund teachers' COLAs; and
  • 64% support cutting other programs and/or raising taxes to fully fund class size initiative.

  LEGISLATIVE/POLICY:  Some issues with significant interest among educators revealed:

 

  • 73% believe unfunded mandates should be considered "not mandatory;"
  • 58% believe teacher strikes should be prohibited (70% among NWPE members); and
  • 57% support HB 1194 requiring teaching the relationship of the Declaration of Independence to the state and federal constitutions (65% among NWPE members).

Additional issues such as charter schools, retire/rehire policy, and flexible compensation packages to attract and retain high quality teachers were surveyed.  These are reported on later in this document.

 

EDUCATOR CONCERNS:  The percentage of respondents who indicated moderate to high concern with the issues listed is detailed below: 

 

  • 89%  Class Size           
  • 87%  Discipline
  • 86%  Pay         
  • 83%  Benefits   
  • 82%  Teacher quality
  • 78%  Teacher authority to make routine classroom decisions for students
  • 69%  Religious or political intolerance in schools
  • 60%  Reliability of union support for all bargaining unit members

"Successful Teacher Negotiations"??

The March 25, 2003, Nashville City Paper reports, "A new study reveals that traditional negotiations might not be the best route for teachers to get consistent and favorable salary increases."  The study comparing systems in Tennessee that negotiate and those that don't shows "teachers in the non-negotiating systems now receive an average of $1,444 more per year than teachers who chose to negotiate" and that "after two decades of 'successful negotiation,' teacher pay has reached the lowest standard of living in the last 40 years."  Read this interesting study, Successful Teacher Negotiations, at www.teacherspet.com/Library/study.pdf.



Free Seminar for Economics Teachers

 

The Foundation for Teaching Economics is sponsoring a free summer seminar for teaching economics, "Economics for Leaders," July 13-20, 2003 , on the campus of Hillsdale College .  The seminar is open to any teacher who teaches economics; it is especially suited for teachers of social studies, civics and history.

Instruction in the application of economic principles will be provided by a mentor teacher and two distinguished university professors, including Dr. Gary Wolfram, Munson Prof. of Political Economy at
Hillsdale College , and member of the Mackinac Center for Public Policy's Board of Scholars. 

The program is based on the National Voluntary Standards in Economic Education. 

Free room and board is provided on the campus of
Hillsdale College .  Two semester credit hours will be awarded by the University of California-Davis for a fee of $85.00.

The Washington Education Association (WEA) has utilized e mail, the WEA Action, its website, and flyers to spread false information and innuendoes about Northwest Professional Educators (NWPE) and the national organization with which NWPE affiliates, the Association of American Educators (AAE).

FREE Virtual Classrooms for Washington State Teachers Now Available!
 NWPE has recently entered into a partnership with Out2.com to provide Washington State principals and teachers with the means of creating their own FREE virtual classrooms to improve communication with our parents and other community members.  Communicating school and classroom news, homework assignments, volunteer opportunities are just some of the uses available.  It's an easy, safe, secure and free way to increase communication among school and community members.  There is a section that may be used by the school PTA/PTO as well as an open bulletin board that is open for everyone in the school community to post general information, awards, special projects, photos, art, etc.  Get up and running for the fall by establishing your free virtual classroom over the summer.  Visit www.out2.com or contact NWPE for easy set up directions.
